Job Description

An exciting opportunity is available now for individuals interested in healthcare disparities research for patients enrolled in Medicare, Medicaid, and Qualified Health Plans in the Health Insurance Marketplaces. Health Services Advisory Group, Inc. (HSAG) supports the Centers for Medicare & Medicaid Services (CMS) on healthcare quality improvement, measurement, and evaluation projects. This work includes development of quality measures for CMS public reporting and payment programs, strategic planning and policy support to prioritize measurement areas for measure development, assessment of the impact of quality measures used in CMS programs, and program evaluation.

 The Senior Health Services Researcher will lead the development of conceptual and strategic approaches and actively support the planning, and execution of short- and long-term analytic plans to meet project objectives related to healthcare disparities research. The Senior Health Services Researcher will help to lead a team of researchers to produce literature reviews, public-facing documents, and interim and final reports for CMS. These include, but are not limited to, presentations, policy briefs, technical reports, option papers, and where contractually allowable, journal articles for dissemination and publication. The Senior Health Services Researcher will work with technical expert panels, federal advisers, and contract officers to obtain key stakeholder input. The Senior Health Services Researcher will provide timely, responsive, and meaningful guidance and expertise to internal and external stakeholders to help inform program and policy decisions, strategic approaches and analytic methodologies. Additionally, this position will support organizational business development initiatives through organizing and coordinating responses to assigned Requests for Proposals (RFPs), Requests for Information (RFIs), and other procurement-related efforts.

 ESSENTIAL COMPETENCIES, DUTIES, AND RESPONSIBILITIES

  • Develop methodologic, conceptual, and strategic approaches based on best practices and/or industry standards specific to the use and analysis of healthcare data.
  • Create report outlines and develop content specific to clinical, technical, and analytic deliverables, including high-visibility interim and final public-facing reports.
  • Interpret analytic results of clinical and administrative healthcare data.
  • Conduct literature reviews and environmental scans related to quality measurement gaps and measure evaluation, including approaches to quantifying individual measures for comparative analysis.
  • Assist in the coordination and execution of large-scale, high-visibility interim and final project reports with a level of quality suitable for CMS leadership and public consumption.
  • Prepare and conduct presentations of research findings, results, and meetings for varied audiences.
  • Design and conduct ad hoc analyses at the request of CMS.
  • Prepare briefs and option papers (e.g. Situation, Background, Assessment, Recommendations [SBAR]) to present findings and recommendations to varied audiences.
  • As agreed upon by CMS, prepare research papers for publication in peer-reviewed journals or as industry white papers.
  • Provide guidance, mentoring and knowledge-sharing to other project team members to support career growth.
  • Participate in continuous improvement and process redesign initiatives to improve the quality and efficiency of work products and processes.
  • Provide excellent client service with timely, accurate, and courteous responses to all internal and external clients including technical expert panels, federal advisers, and contract officers.
  • Prepare formal responses to RFPs and RFIs.

Job Requirements

  • PhD or other advanced degree in health economics, public health, epidemiology, health sciences, or a related social science with strong emphasis on the research of healthcare payment and delivery systems is preferred.
  • Five to seven years of experience in measurement, clinical informatics, or public policy.
  • Experience in producing public-facing reports for both technical and non-technical audiences with a public policy focus.
  • Experience with quality measures (development or evaluation) or measures used in health services research.
  • Experience with statistical methods and analytic experience preferred (e.g., analysis using large databases including Medicare data and commercial and health plan data)
  • Experience with research on healthcare disparities focusing on race/ethnicity, sex, urbanicity, and socioeconomic status

 OTHER QUALIFICATIONS

  • Experience in presenting to a wide variety of audiences including internal and external senior leadership, national stakeholders and conferences
  • Highly proficient in MS Excel and MS Word; other MS Office applications a plus
  • Excellent organizational skills for capturing and tracking information
  • Excellent verbal/written communication skills
  • Ability to interact with a dispersed team across multiple office and remote locations
  • Experience in querying national clinical quality measure databases and systems a plus
