The RFP Project Manager will assist leadership staff in the performance and management of business development proposals for Medicaid, Medicare, and private consulting projects.  With direction, the RFP Project Manager oversees designated Request for Proposal (RFP) projects through various stages, including evaluation of RFP opportunities, responding to RFPs, project initiation, stakeholder relations, project planning, response preparation, and finalization.

Essential Competencies, Duties and Responsibilities 

  • Monitor the RFP Inbox and search RFP and grant sites for potential business opportunities for HSAG. Assess RFPs and grants for relevance to HSAG expertise, administrative requirements such as certifications and licensures, as well as any subcontracting or small business requirements. 
  • Complete RFP opportunity evaluation forms and distribute to Executive Management and other appropriate parties. 
  • Direct and manage the RFP process including development of work plans, timelines and deliverables in an effort to support the development of new business aligned with HSAG’s strategic initiatives. 
  • Ensure all key RFP and proposal milestones/deliverables are met within the designated timeframe as presented in the RFP and for timely submission. 
  • Develop proposal templates; draft pertinent sections of the RFP; and coordinate, edit, and compile material from other RFP writers and subject matter experts such that the responses are consistent and read with one continuous voice.
  • Conduct review of RFP submissions to ensure that all required items are contained in the proposal and the responses thoroughly cover what is asked for in the RFP. 
  • Compile all materials in the response to ensure correct labeling and order as prescribed by the RFP. 
  • Compile materials from other RFPs for writers and subject matter experts that can be used for the RFP response. 
  • Work with the RFP Director, RFP team, and other Executive and Management staff to continually improve the RFP Department’s process for RFPs. 
  • Assist in the development, maintenance, and quality of control of a library of materials and documents utilized in RFP responses, including but not limited to, company history/background, HSAG project experience summaries, resumes, and bios. 
  • Monitor issuing and/or contracting agencies Web sites to ensure the timely distribution of proposal amendments, questions and answers, extensions, clarifications, etc., to members of the RFP team. 
  • Prepare materials for kick-off meetings and subsequent meetings related to RFPs, and to lead and facilitate meetings. 
  • Assist with review and evaluation of non-awarded proposals and participate as needed in bid protests. 
  • Use Microsoft Word and Excel, including the ability to import graphics, work in templates and form fields. 
  • Project deadlines may necessitate occasional extended work hours.

Job Requirements

Education and/or Experience 

  • Bachelor’s degree required. 
  • Experience in project management/coordination. 
  • Experience with the RFP/application process required; health care knowledge preferred. 

Other Qualifications 

  • Knowledge of Microsoft Office software (Word, Excel, PowerPoint, etc.); ability to navigate and perform research via the Internet. 
  • Ability to manage multiple projects and deadlines. 
  • Experience reading, comprehending, and following technical documents, requirements and instructions. 
  • Experience writing internal and external correspondence and technical documentation as well as presenting information in one-on-one and small group settings. 
  • Knowledge and experience using advanced reasoning to define problems, collect data, establish facts, and draw conclusions. 
  • Excellent written and oral communication skills to convey technical information accurately and clearly. 
  • Information gathering—knowing how to find information and identifying essential information. 
  • Advanced experience with, and understanding of Microsoft Office applications, particularly MS Word, Outlook, Excel, Visio, and Access, as well as Adobe Acrobat Pro. Knowledge of computer graphics and desktop publishing is desirable. 
  • Strong organizational skills.
