Job Description

The Measures Analyst will be part of the exciting Clinical Quality Measurement team that supports the Centers for Medicare & Medicaid Services (CMS) in transforming healthcare by implementing various national quality initiatives under the Affordable Care Act.  As part of the Clinical Quality Measurement team, this position will support CMS in its work of developing quality measures, assessing measure impact, and assisting CMS in developing policies addressing emerging quality measurement issues.

Under limited supervision, the Measures Analyst is responsible for supporting the acquisition, validation, warehousing, and analysis of administrative and clinical data such as survey, case review, medical and prescription drug claims, eligibility, registry and EHR data. The Measure Analyst will also assist in designing data management, data quality and analytic plans to support clinical quality measure development and assessment. Primary responsibilities include conducting quantitative and qualitative analysis, summarizing results, creating analytic files, and drafting reports for assigned projects. The Measures Analyst will also support internal quality assurance processes through the independent validation of results from other analysts to ensure data and analytic integrity. 

ESSENTIAL COMPETENCIES, DUTIES AND RESPONSIBILITIES

  • Proficient in using SAS and SQL to efficiently perform large-scale data extraction and analysis across a wide array of data sources and formats including flat files, SAS datasets, relational and dimensional data models.
  • Experienced in the creation of measure outcomes and/or analytic files according to the analytic plan, business requirements and/or specifications.
  • Proficient in the use of MS Visio (or equivalent) to create analytic and process flows.
  • Verifies and ensures the accuracy of all assigned tasks, including the documentation and validation of computer programs. Identifies problem areas and develops solutions, working with appropriate staff.
  • Researches and assists in the development of optimal methods of presentation of results. Ensures information is presented in a professional and understandable manner.
  • Experienced in providing analytic and technical support to customers, clients and users.
  • Attends and participates in data analyst, project, staff and training meetings. Reports project progress and results to staff. Represents HSAG in a professional manner at all times.
  • Stays abreast of changes in database methods, variable definitions, processes of healthcare delivery, and current analytic methodologies.

Job Requirements



EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree with emphasis in data management, analytics, statistics or healthcare data-related disciplines.
  • A minimum of two years of recent work experience in conducting healthcare data management and analytics using SAS and SQL.

OTHER QUALIFICATIONS

  • Experienced in SAS modules including Base SAS, SAS/MACRO, SAS/STAT, SAS/MACRO and SAS/GRAPH.
  • Experience using SQL including PROC SQL, SQL pass-thru queries, and SQL query optimization against dimensional data models.
  • Experience in creating analytic and technical documentation for end-user or public consumption.
  • Strong verbal and written communication skills.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Access.
  • Ability to support several projects simultaneously, including identifying requirements, determining priorities, and tracking and resolving issues.
  • Big Data, Cloud Analytics, Business Intelligence and Open Source experience a plus.
