Job Description

An exciting opportunity is available now for those interested in improving the lives of End Stage Renal Disease (ESRD) patients. Health Services Advisory Group (HSAG) supports the Centers for Medicare & Medicaid Services (CMS) via a national contract that fosters continuous quality improvement through Quality Improvement Activities (QIAs); data analysis and benchmarking; patient and family engagement; and the sharing of knowledge and best practices to support achievement of CMS improvement goals throughout the United States and its territories. 

Under general direction, this position will function with the Executive Director and Director of Data Warehouse to collect business requirements, ensure complete documentation, and participate in testing activities for the ESRD Network Coordinating Center (NCC) contract.  The position functions with other data science, statistical, quality improvement, and administrative staff to support the ESRD Networks QIA projects. This position also interacts with CMS and ESRD Network staff, as needed, to elicit and document community needs for reporting and QIA tracking. Project deadlines may necessitate occasional extended work hours.

  • Develop and maintain all documentation, including a client-facing documentation and distribution site.
  • Elicit business requirement and complete technical documentation of all ESRD Data Warehouse, CMS reporting and ESRD Network support requirements.
  • Assist in overall review, packaging, encryption, and distribution of data to the ESRD community stakeholders.
  • Participate in testing and developing reporting solutions for CMS and the ESRD Networks.
  • Implement continuous quality improvement techniques as part of all activities.
  • Develop and deliver appropriate documentation to CMS and the ESRD Networks.
  • Assist with the creation and tracking of deliverables to CMS.

Job Requirements

  • Candidate must have a minimum of a Bachelor's degree, preferably in a data or health-related discipline. Advanced degree preferred.
  • The successful candidate understands and has worked with CMS XLC, Agile and PMI standard project implementations for a minimum of five years.
  • The candidate must have a minimum of ten plus years of experience with business requirements, elicitation, and stakeholder facilitation.
  • The candidate must have a successful track record of project data documentation, and testing management of implemented results.
  • The successful candidate must be independent, solution-oriented, flexible, analytical, and able to change direction as needed based on data results and client feedback. 




  • Expertise in Microsoft Office, including advanced techniques in MS Excel, MS Access, and MS Word.
  • Proficient in creating document and secure, sharable documents in PDF format.
  • Able to learn new software and tools as they are developed for reporting, project tracking, testing, scripting, and project reporting.
  • Proficient in Project Management PMI communication strategies and plans.
  • Able to manage fast-paced development and documentation cycles.
  • Proficient in facilitation and elicitation skills.
  • Able to work on multiple projects simultaneously and in a SAFe environment using CMS XLC and PMI standards
  • Excellent interpersonal skills, including the ability to present and instruct through both written and verbal means.
  • Health care or government contracting experience required.
  • Strong problem-solving skills and critical thinking skills required.
