Job Description

The Associate Director, IT Operations is directly responsible for managing the IT Operations staff at the day-to-day level.  In this role, (S)He leads planning, implementation, and ongoing maintenance of the IT infrastructure including servers, network devices, phone systems, cloud services, storage devices, etc. (S)He also ensures IT compliance with the Health Insurance Portability and Accountability Act (HIPAA) and regulations relating to our Health Care Quality Information System (HCQIS) infrastructure. 

ESSENTIAL COMPETENCIES, DUTIES AND RESPONSIBILITIES 

  • Provides leadership, planning, implementation and technical support for physical and virtual servers and associated systems infrastructure including software updates and hardware refreshes (Windows Hyper-V clusters and Azure IAAS and PAAS). 
  • Provides leadership, planning, implementation and technical support for network infrastructure including design of logical and physical topographies (MPLS, VLANs, switches, routers, firewalls, etc.). 
  • Provides leadership, planning, implementation and technical support for network storage systems (EMC SAN’s).                                            
  • Provides leadership, planning, implementation and technical support for server software (Exchange Online, SharePoint Online, Dynamics CRM, SQL Server, SAS, Tableau, etc). 
  • Provides leadership, planning, implementation and technical support for network control, monitoring, authentication, and governance (Active Directory, DNS, DHCP, etc.) systems. 
  • Provides leadership, planning, implementation and technical support for network replication and backup (EMC Avamar, Networker, etc.) systems. 
  • Provides leadership, planning, implementation and technical support for VOIP/FOIP systems (Cisco IP Telephony Call Manager, UCCX, Unity Connections, and XMedius) and associated infrastructure. 
  • Act as liaison between users of the federal computer systems and the QualityNet help desk. 
  • Plans and coordinates as needed with external vendors. 
  • Tier III Helpdesk escalation team member. 
  • Excellent communication skills. 


QUALIFICATIONS

Job Requirements

  • Bachelor’s Degree and/or ten years of relevant experience is required.
  • Experience managing a team of 5-8 people is required.
  • Experience in managing IT in a regulated environment is preferred (HIPAA, FISMA, PCI, PII, etc).
  • Technical certifications are a plus (Microsoft, Cisco, CompTIA A+, etc).

 

OTHER QUALIFICATIONS 

  • Demonstrates leadership, planning, and technical management skills; broad exposure and demonstrated skills in information systems and devices. 

 

LANGUAGE SKILLS 

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence and to speak effectively before groups of customers, vendors or employees of the organization. 

 

MATHEMATICAL SKILLS 

  • Ability to calculate relevant information systems sizes, loads, and capacities. Ability to apply mathematical concepts to networks comprising links, devices, storage, and end points. 

REASONING ABILITY 

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; the ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
