Job Description

An exciting opportunity is available now for individuals interested in integrating clinical knowledge with information and analytical sciences to support the development, testing, implementation, and assessment of quality measures. Health Services Advisory Group, Inc. (HSAG) supports the Centers for Medicare & Medicaid Services (CMS) and clinical specialty societies in the development of healthcare quality measures. This work includes development of a new tool to assess the relative value of quality measures, strategic planning and policy support for CMS measurement objectives, and providing clinical and technology expertise to the development of quality measures.


The Nurse Informaticist will apply their knowledge of nursing practice and health information technology system expertise to support the development, testing, implementation and maintenance of claims-based, chart-based, and/or EHR-based clinical quality measures for retrospective validation studies or potential inclusion in the Centers for Medicare & Medicaid Services (CMS) Quality Reporting programs. This individual will assist the project team with the development of measure specifications and development and design of chart abstraction tools, coordinate and perform abstraction training, perform data collection and/or work with recruited provider test sites to extract or abstract the necessary data required for the construction and testing of newly-developed measures. 


  • Experience with or strong knowledge of CMS, state, and other quality reporting programs (e.g., Inpatient Quality Reporting program, Promoting Interoperability, HEDIS® Performance Measures, The Joint Commission ORYX Performance Measurement Reporting).
  • Experience with standard clinical quality measures and electronic clinical quality measures (eCQMs) specifications (data elements and measure logic) in at least one healthcare setting.
  • Sound understanding of statistics, types of data, data collection methods, data analysis, summary statistics, data display, distributions, and statistical tests.
  • Quick learner, creative, analytical thinking, resourceful and able to work independently and with a multidisciplinary team.
  • Detail oriented
  • Excellent verbal and written communication and presentation skills.
  • Recruits various health care providers and clinicians to participate in testing activities
  • Contribute to the design, development, and implementation of the data collection instruments and instructions to ensure reliable and valid data are collected, including the creation of a data dictionary and measure algorithm.
  • Ensure the data collection instruments are written in a clear and understandable manner to collect reliable data.
  • Design, conduct training, and provide support to test sites during the development and testing of measures
  • Manages data collection PII in accordance with HIPPA and other applicable standards
  • Assists with the development of testing plans and testing summary reports
  • Assists with technical expert panel logistics
  • Assist with the interpretation of the clinical documentation and serve as a liaison between clinical and analytical staff.
  • Assist with the interpretation of analytic results.
  • Collaborates with health services researchers to develop criteria for literature reviews and analyzes information to support measure design and development of specifications.
  • Performs measure related data extraction or abstraction

Job Requirements

  • Bachelors or advanced degree in nursing with an active registered nurse license required.
  • Master’s degree is Nursing or Healthcare Informatics, preferred
  • Minimum of five years of clinical nursing experience
  • Minimum of two years of experience with a leading hospital electronic health record (EHR) system such as EPIC or Cerner (super user, trainer, or implementation project team member).


Have a broad exposure and demonstrated skills in nurse informatics and clinical quality measurement developing/reporting. Strong technical skills; ability to quickly adapt to changing technology and innovation. Have an affinity for obtaining, analyzing and strategizing about data.


Ability to read and interpret documents, write routine reports and correspondence and to speak effectively before groups of customers, vendors or employees of the organization.
